I'm wondering if the interpretation is mixed up a little: 
   Step 1: Connect the cell phone to home WiFi (versus the usual cellular
           signal).
   Step 2: Use a USB cable to connect the phone to the computer.
   
The computer is tethered to the phone (because of the USB cable.
The phone is a hotspot because is acting as an intermediary.

IMO these sites are both good and bad.  Watch the published/updated 
dates.  Older posts may no longer be accurate.  I spent a lot of time on
what appeared to be the perfect solution to something I wanted to do 
here, and the post was only a couple years old.  The problem was some of
the utilities needed were no longer available.
