True: normally don't have jackhammers, etc.,

Here I'm about two blocks away and I-74 is dropping down into the valley
made way back when the Mississippi River flows in currently.  Generally 
cars don't need to use brakes but some trucks do, being a lot heavier.  

Or I guess that -- other differences between cars and trucks, and since
I only occasionally hear the downshift noise could be due to something 
else.

My guess is they climb rapidly/descend somewhat quickly to keep the 
noise down.  Rare to see a low-flying jet here at the house; just assume
there is a reason but also hope nothing is wrong.
