Generally the stores move stuff around to make the shopper have to look 
around and hopefully entice with buying other stuff while there.  They 
don't care about exercising and their customers' health (exception of
COVID-19 safety), though years ago the main chiller (for air conditioning) 
at the store where I worked failed and it was rather warm -- I made the 
joke it was an added benefit to our health plan: a free sauna!

About right.  Do something, do nothing - no matter what could be 
photographed with a cell phone or security camera, purposely or not.
