Yes, though even with MS-DOS one should still try to shutdown properly.
And the newer disk filesystems tolerate bad shutdowns better -- still 
not a good idea to just pull the plug but at least they recover the 
data a lot better when somethign bad happens.

Sure: as long as the exit process has the various necessary steps wil be
fine.

There seems to be some psychological factors going on.  Seems the states
(and cities) where people are told to stay home, wear masks, etc., are 
having problems with compliance: the people are pushing back, being 
contrary.  OTOH where the people were asked to stay home, etc., it seems 
they more readily agreed and complied.
