We are talking about clips that are maybe 8-10 seconds long where I would only be cutting out some "dead air" and applying an amplify and a noise reduction effect. Once I apply one effect, regardless of which one, the keyboard shortcuts (like cut, paste, spacebar to play, etc.) stop working. CTRL-Q to quit keeps working, though. In past I have had no issue working with such clips, or working with ones closer to two minutes long. Only started with the upgrade to 13 and the new version of audacity that came with it. I suspect it is some odd thing missing, or set funny, that is causing some incompatability betweeen audacity and lxqt. It is not worth troubleshooting as it works fine with gnome-flashback, and I am fine using either on that machine.
