Correct. That is the Night Gallery episode, "The Little Black Bag," which first aired in 1970 and has aired in reruns since. That is the one with the surgical knife that only removed diseased tissue. One of the bums killed the other to get the contents of the bag for himself. He is the man who puts the tool to his neck just as the future people disabled the contents of the bag. The 1952 Tales of Tomorrow episode of the same name involved a doctor and his wife. It was the wife that, after killing her doctor husband, ultimately died attempting to demonstrate the tools in the bag. There was also an episode of a TV show called Out of the Unknown based on the same story that aired in 1969. I have not seen that one so I am not sure exactly if it was the same.
