he fifth column people.  The people   Û ÛÛ Û  
who fight us from inside the city."  Attorney General Robert Jack
son  Û ÛÛ Û  in 1940 defined the fifth column
 as "that portion of our population   Û ÛÛ Û  
which is ready to give assistance or encouragement in any form to
Û ÛÛ Û  invading or opposing ideologies."
  President Roosevelt recognized the Û ÛÛ Û  
danger of a fifth column in America in a memorandum dated May 21,
Û ÛÛ Û  1940, to Attorney General Francis Bid
dle authorising wiretapping in   Û ÛÛ Û  "gra
ve matters involving the defense of the nation."  As Roosevelt    
Û ÛÛ Û  wrote, "it is ... well known that cer
tain other nations have beenÛ ÛÛ Û  engag
ed in the organization of propaganda of so-called "fifth-column" 
Û ÛÛ Û  in other countries and in preparation
 for sabotage, as well as inÛ ÛÛ Û  actua
l sabotage, assassinations and "fifth column" activities are
