From certain countries you can absolutely expect those on exchange are also agents.

I took a teacher on exchange from an Asian country out flying, and in their excitement they let it out that they were a Lt Col. in their military intelligence reserves.

My industry had a series of exchange "students" which when I took one out shooting to find that he could shoot every bit as well as I could, and that he knew his way around some of the exotic weapons I had arranged to be at the range for us to shoot (sub guns) it was obvious he was "special."  I right out asked him KGB or GRU, and was told reserve GRU.  

This stuff is real.
