In the International Spy Museum in Washington, D.C., the Moscow Rules are
given as:

1. Assume nothing.
2. Never go against your gut.
3. Everyone is potentially under opposition control.
4. Do not look back; you are never completely alone.
5. Go with the flow, blend in.
6. Vary your pattern and stay within your cover.
7. Lull them into a sense of complacency.
8. Do not harass the opposition.
9/ Pick the time and place for action.
10.Keep your options open.

The best way to do counter-surveillance is to assume that you are monitored
at all times and to never think that you are safe from surveillance.  With
this mindset you will never let your guard down.  Always be aware of your
surroundings.  

Some tech would also be useful, if you had a portable frequency counter on our person that would vibrate when you are around transmission sources that could be some useful information.  There are now spy satellites that do a continual surveillance of a very large area, so if you were to do something that a satellite might see, even after post-analysis on another day or week or month your activity could be back-traced to where you entered the surveilled scene to when you leave that surveilled scene.  So when you pick your time and place do it inside.  And make a note to yourself on the inside of buildings could be surveilled as well, so be very careful where and when you do your covert action.
