Let's say that you're a diplomat from some despotic regime and you choose to 
work with the CIA.  You are most likely going to be found out if you suddenly 
come across large sums of money.  Having an false accounting book will quickly 
have you in front of a tribunal for your treason.  A better option would be to 
have the CIA create something for you.  There are many great things a country 
like the USA could make for you.  Let's say you want a library for your 
people, or a business that is a hand up rather than a hand out.  Think of 
something that you and your people could use to better the state of your 
affairs.  In doing this you will better your lot and the lot of your 
countrymen without raising suspicion by your government.  Perhaps you could 
have a school built or a water well built.  All of these things are good.  You 
can think of it as not so much betraying your country but rather bringing 
injustice to light in exchange for the welfare of your countrymen.  It's a 
win-win, and by doing it this way no one gets in trouble for it.
