Is your region under constant bombings, arbitrary shootings, and a
disintegrating political structure?  Are you a journalist living in one of
these regions?  How to get your story out?  Amateur Radio Packet Radio would
fit the bill.  As long as all you have to report is in text, this would be a
most excellent way to get to your news agency in a method that isn't easily
stopped.  There are many HAMs out there, but most do not have triangulation
capacity or if they did it would be of a low-resolution.  So keeping your
transmissions short and sweet with a "fast" 28.8 K link is a great way to
sign-in without having a gun to your head and you signing out permanently. 
This is a very viable method of covert communications.  For the best of the
best you could encrypt your pay-load and set it to send the file (with error
correction) to your destination, keeping it sending until completion.  It
should be noted that in normal situations the use of crypto over amateur
radio is frowned upon (potentially illegal) but in a war zone no one really
cares in the slightest that they might be breaching standard protocol.
