The idea is to use very efficient encoding of telephone conversations over the TOR network. The system would be internal to the TOR network (not needing to exit to the plain web. P* is in possession of a gigabit connected server at a server farm and it is intended to be used to beta-test the service once the technology has been created. That might not be for quite some time, but as long as the technology has SOCKS proxy support it can be done now. I just don't know of any current internet phone services that offer proxying. The governments of the world would definitely work to suppress this, but it would be made open-source GPL'd code, hosted from outside of the USA, so it might one day work.
