Look out! A global pandemic is a perfect opportunity to try and slip some 
unsavory legislation through - this one is called the EARN IT act.

It's a bipartisan bill that tries to change the nature of Section 230 
provisions for online sites, to make sites "earn" their status through self- 
policing. With strong end-to-end encryption, certification would be 
impossible.

No one seems to have a good idea of what certification would look like.
