When we here in The West think of using children to entice targets for the purpose of blackmail, we often cringe.  This is something that just isn't done in our culture.  However, there are other cultures that don't have our scruples.  It has been a thing that children have been used to blackmail people in The West, with children as young as 11 or 12 going into dangerous situations.  Sometimes its kids aged 18 that simply look like they are 13 or so.  Sometimes, most probably, its actual kids aged 13.  We have a respect and reverence for women and girls here in The West, but we are often the exception than the rule when taking into account the whole world.  If intelligence agencies torture and kill people who simply disagree with their position, it is highly likely that they would have no problem using dirty tricks and methods to accomplish their goals.

Using children as operatives has its dark benefits... in Canada a child who commits a crime when they're under age 14 can not be held accountable for their misdeeds, and teenagers from 15 to 17 have their criminal records expunged once they hit 18.  Knowing all this, it can be seen to obviously be to the advantage to use kids for crimes since there would be little or no consequence to the kid operator.  It is dirty, and disgusting, however its practical in the darkest of senses.

Not everyone in this world holds to our values.  Some people don't give a damn.  Some people are evil.  Halt!  Full Stop!
