I did have one that was pretty dodgy, with a CTCSS encoder that generated more 
of a rumble than a tone, but it worked somehow!

The Baofengs seem to be OK, considering the price.  Good enough as a second 
radio that it doesn't matter if it gets dropped, drowned or run over. :)
