I got started with a Boafeng uv5r and although its not that great, it works!
I built a simple ground plane antena and I can hit repeaters quite far, a good
30 miles sometimes, more. 
Most times I'm stuck behind giant dirt mounds so the simple rubberduck antennas
just can't touch those repeaters. 
I think with the homebrew antenna (cable $$, and small connectors) and the
radio I spent about $100.
