There is only so much food, water, etc to go around. It's highly unlikely the world will or even should come to an agreement on population control. That would undoubtedly get into the whole messy subject of Eugenics. So that basically leaves two options: underwater, and extraterrestrial. Both are valid areas of study to research ways to find ways to generate more resources for the ever growing population, and developing more room for people to live.
