But he added negotiations with Iran on a Russian proposal to end the crisis have not been easy. Russian and Iranian officials are to hold further talks in Tehran Thursday, following two days of meetings in Moscow that concluded with no sign of progress. The two sides are discussing a proposal to allow Iran to enrich uranium in Russia. The plan is aimed at assuring the West Iran would not use the process to produce bomb-making material.
