American media published excerpts Sunday from the National Intelligence Estimate, which reportedly says the war in Iraq has spawned a new generation of Islamic radicals and increased the global threat of terrorism. In a statement, Senate Democratic leader Harry Reid said the report shows that the United States is less safe because of what he called President Bush's repeated missteps and refusal to change the course in Iraq. But Mr. Bush's Director of National Intelligence, John Negroponte, said that while there is much to be done in the war against terrorism, the United States has made notable success against what he called the "global jihadist threat."
