Police officials Sunday said they are prepared to deal with any unlawful acts.  Demonstrating without police clearance is illegal in Zimbabwe. Earlier, the general secretary of the Zimbabwe Congress of Trade Unions, Wellington Chibebe, said the union plans to organize nationwide demonstrations on September 13th.  He said union workers want higher wages, lower taxes, and increased access to antiretroviral drugs for workers living with H.I.V. and AIDS. The union has close ties to the opposition Movement for Democratic Change. Zimbabwe is struggling with high unemployment and record inflation of at least one-thousand percent.
