Punishment may include:

3. Take away abusers' rights to connect to other networks


Principles:

1. Lighter punishments for first time offenders
2. Heavier punishments for repeat offenders
3. Provide libraries of correctional books like the Bible
4. Provide reformation work in chat prison
5. Pair them with a mentor

Force abusers to work to teach them better habits.
