Martin O'Malley (D). During the last legislative session, lawmakers in both houses unanimously passed a bill that would allow law enforcement agencies to dispose of agency-owned guns by selling them to a manufacturer. Under current law, an agency may dispose of guns only by destroying them or selling them either to another law enforcement agency or an active or retired officer.
