Turn on auto-indenting.
Under Settings > Configure Kate > Editor > Indentation, go to the Automatic Indentation section and select an indentation mode.

Set tabs:
Under Settings > Configure Kate > Editor > Editing, go to Tabulators section and set tab indentation size.
