Some say it is. Some models of consciousness involve feedforward
   hysteresis loops whose decision-making is based upon relative
   values of different parameters in a state system. Something like
   that. I just made that up. Sounds good doesn't it? Anyway, it
   doesn't take away from the fact that I'm here, looking,
   experiencing, observations, participating.
