Red tape keeps government slow. Slow governments that don't
   change much are stable governments. Usually. I don't know about
   other countries, but the USA was designed from the start to be
   full of mazes to go through to accomplish anything. It's oddly a
   strength. But it also means that an efficient government is just
   not gonna happen. It's a bad thing and also a good thing.
