Depends on the criminal justice system. "Intent", an action
   within the mind, is consider viable as a crime if proven to a
   group of reasonable people in English Common Law, or at least in
   the extension of it in the USA. So yes, a thought can be a crime
   if proven to have criminal intent BUT ONLY IF there is evidence
   of physical actions that took place outside of the thought
   process.
