They are. Thankfully, effects are generally limited for most
   citizens in most areas on both counts... But... that's also the
   problem. Some citizens and some areas have a severe problem.,
   especially with police brutality. Terrorism does not appear to
   have a citizen bias but it does seem to have geographical
   limits. But as well, it shouldn't happen at all. Neither of
   them.
