It seems beyond the money, they're both "can I trust my
   neighbor?" issues. A decent place to live means decent neighbors
   and safe childcare (since the childcare is drawn from the pool
   of neighbors) also means decent neighbors. But if the neighbors
   can't be trusted, maybe there are mechanisms in place that can
   keep neighborhoods decent and childcare decent. Of course that's
   when things get really complicated.
