   poor neighborhood and randomly sent some to pre-school, and some
   they didn't - it was families that couldn't afford pre-school
   anyhow -- that's how they know it was the preschool that made
   the difference whether they went to jail, had higher incomes,
   etc - and NOT from their parents having more or less money. "
