   hope that enough ppl pay attention after a while that: 1) Ppl
   stop running the red lights so it ends up being safer and 2) The
   states and counties end up NOT making the millions they're
   planning from the program. Weird: If the program succeeds in
   making it safer, they don't make the money. If the program fails
   in making it safer, they get rich! "
