Transportation should be freely provided by local government. Cars should be reserved for out of town travel. Buses, trams, trains, street cars, subways (well, no subways in Naples - too wet underground), ferries, helicopters, should provide most of the transportation needs. That would be the government-style solution if they decided to provide gas/oil for free - they'd take over the transportation system entirely. Then again, without the feds, there'd be no trains OR planes - they're ALL government funded - otherwise a plane ticket would be about $2500, and a trainride would be about $900, and buses would cost $30 just to go a few miles.
