Arrange apple slices over the cinnamon evenly. Combine both flours, baking powder, baking soda and spices in a large bowl and mix well. In another bowl ~ combine remaining ingredients. With either a fork or wire whisk - beat until well blended. Add to dry mixture and mix just until all ingredents are moist. Spread batter over apple slices evenly. Bake for 25 minutes, until a toothpick inserted in the center comes out clean. Place pan on wire wire and cool for 3 minutes - then invert onto a serving plate. For best flavor - serve warm.
