Grease 8" square baking pan. Stir together sweetened milk, flour, walnuts, cocoa, egg, vanilla and baking powder. Pour into prepared pan. Bake 30-35 minutes or until wooden pick inserted in center comes out clean. Cool completely. Frost. Sprinkle with english toffee baking bits. FROSTING: In small bowl beat butter.
