i disabled automatic restarting of services by apt by commenting out a line in /etc/apt/apt.conf.d/99needrestart
mostly because scanning candidates was taking forever, but also because that has previously made me accidentally restart services that i didn't mean to restart

in other words, if you're running a full server upgrade, restart shit manually
