the authority anyway, why didn't he just do it?

Also, you all keep talking about how he closed-off China to
"shut it down" early on, saving untold numbers of lives.  Now
you're saying it's the Democrats fault that he couldn't shut
the border down to keep it out: well, which is it?  You can't
have it both ways.
