EchoLink is a VOIP program for hams only.  You can use it to connect 
repeaters, or person to person, conferences, or links from echolink to RF with 
a radio that setup with a pc to computer audio interface.
Some people frown on it saying it's not "true radio", but I think if you like 
using it, it's all good.
