Under the agreements that Trump worked out the last time he was in power, Canada was allowed to put 5% to 7% tariffs on dairy and eggs because the American gov't subsidizes their farmers to keep the prices of those things low. And Trump agreed to a quota of the maximum amount of that stuff that could be sold in Canada, and the quoted super high tariffs were Agreed to as a punishment for breaking the agreement. But Trump's memory is suspect when it goes against what he wants to do now.
