In W10, do the same thing, but when you right-click on the BinkD line, Set 
Affinity won't be there.  In that window, however, there will be listed 4th 
from the top "Go to details".  Click on that and you will have to right-click 
on BinkD again when those settings are presented and at that time, you will see 
Set Affinity.
