Otherwise, it could just be a dynamic IP that rarely ever changes, unless the hardware does. I have Spectrum cable internet with a dynamic IP - as I don't pay specifically for a static one (which I assume would only be available via a "business class" tier. If I don't change my modem or router, or there isn't any huge cable outages in the area (recently they upgraded coax to fiber - which caused a change in my IP), my IP address always stays the same.
