I'm curious why not?  When I make a hot dog, usually I put both ketchup and mustard on it.  But I suppose it depends on what kind of hot dog - normally I do that with what I'd call regular American hot dogs; however, if it's a bratwurst, Polish sausage, or similar, I'd be apt to not use ketchup, and just mustard, and sometimes also sauerkraut.  But I wouldn't put sauerkraut on a regular American-style hot dog.
