When we came off of full work from home to hybrid, the mandate meant we had
to be in the office X number of days.  We could come in all 5 if we wanted,
but we had to be in the office at least 3 days.

Maybe that is what they mean by mandate here?

Even when we were on COVID work from home full time, you were allowed to
come into the office if you wanted -- so long as you were not ill.  Some
people did that because they had a house full of other people who were also
stuck in the house, and some others did it because they needed a routine to
stick to.

Some others were forced to start coming back in because they were not
performing/not available when they were supposed to be.
