Your opinion is noted.  Would you rather use the term "misplaced budget

Yup, and you clear it again.  Do you mow your lawn on a regular basis?  
Why...?  Yes!  To keep it cleared!

There are ways.  Weather conditions are well-predicted.  The high winds 
were KNOWN to be about to happen.  The dryness was KNOWN.  The uncleared 
brush in residential areas was KNOWN.  The short staffing/budgeting of 
the fire departments was KNOWN.  Need I go on?

True enough, but when governments mis-manage available money (wrong 
priorities) with KNOWN dangerous conditions, bad things happen.  You can 
deny/defend them all you want, but the facts are right there in your 
face and can't be denied.  Should we talk about un-maintained electrical 
distribution equipment/infrastructure, which MAY have been the cause of 
these fires starting?  It's certainly been known to happen in northern 
California, where they even have had planned power cut-offs during high 
fire danger periods, for ...... reducing the chance of crappy equipment 
starting wildfires...  Hmmmm......
