As the LTS has ended as of June 30, 2022 (https://www.debian.org/releases/buster/), and ELTS is only available commercially (https://www.freexian.com/lts/extended/docs/debian-10-support/), you might want to take a peek here instead:

ind9/?C=M;O=D

....and download the the latest files named "*+deb10u11_amd64.deb" from there (I think "deb10" designates Debian 10 = Buster), then for python3-ply:

https://archive.debian.org/debian-archive/debian/pool/main/p/ply/?C=M;O=D

....and download the latest one (from 2020) from there.

Then try to install all the packages manually in the required order (it will complain about missing dependencies if you happen to pick the wrong order), one by one:

dpkg -i <filename>

Hopefully that should allow you to install it manually. :)
