Yeah, we were talking about the "emergency" in the USA, not in 
Kazakhstan, which is basically southern Siberia.  I suspect that is near 
normal temperatures there in Kazakhstan this time of year.

Even here in the USA, I have been in lower temperatures than that, and 
although it can be dangerous, if you have any sense at all, it isn't.

Nothing new about any of that, as I already said.
