Is this for local messages in the E-mail base (ID 1)?

If so, make sure the "Read ACS" is either set to ^ or blank, mine looks like 
this:

List ACS  ^g1
Read ACS

^ = True
% = False

This will allow anyone to read messages (addressed to them) no matter which 
group they belong to, but only list the base if they're part of group 1.
