I'm new myself, so I don't know if this is the right way, but it's a place to start.

There's a few ascii files called bullet1.asc and bullet2.asc, as well as bulletin.asc. I edited those. 

The source code for the bulletin system is in
themes/default/scripts/bulletin.mps. I haven't had a chance to study it and see what's going on behind the scenes yet.
