I have Comcast [Xfinity] and while they don't allow me to change the DNS server, for say.. a Pi-Hole, I can still access the network and ports and forwarding... are you certain you can't see your entire network? Hmm.. Second, for a NAS - or even just for connecting to a drive on a host Pi - I'd really suggest a Pi 4 because it has gigabit; much faster that the Pi 3... even on a 4, tho, you get some bottlenecks when accessing files over the network.
