They all have their own way to do it. In Synchronet I keep 500 messages in each dupe base. In hpt I keep a dupe history of 90 and that's enough since I reject echomail over 60 days.

BBBS keeps 20x1024 in a single dupebase for all areas. I'm note sure how long it takes to go over that number but I can increase or decrease the number of dupes kept.

All those packages do a good job of detecting dupes.
