That document (policy4) is still in force by it is looked at as a guide today, or should be. It is still required that you can send and recieve netmail. Without that there isn't really any point in joining fidonet (or any net). In most cases I hear from people wanting to join by email today so we communicate by email initially and get the node and session and other passwords setup through email. That just takes a little back and forth and in most cases nodes are setup and running in a day or two. That's what my experience has been.
