I haven't see any BBS message editors that insert a -> so-called "soft CR" and FTS-1 says they (character -> 0x8d) should be ignored when importing packets, so that whole concept just -> seems to be an anachronism. Does anyone actuall -> send/receive "soft CRs"? FWIW, Actually PCBoard has *always* supported Soft_CR, QuickBBS v1.0 and all the descending clones have supported Soft_CR - mainly due to Adam's design of the message base - it really needed it as everything is stored as 255 char strings. A few existing systems do, as I had to reformat when storing into my newsgroup server software (final destination).
